The California Energy Commission's Emerging Renewables Program provides rebates to consumers who install qualifying small wind turbine electricity systems on their property. Your financial incentive for the wind turbine installation with a rated output of 50 kilowatts or less may vary according to the wind turbine manufacturer, model and installation method.   California's net metering law provides that all utilities must allow customers with solar electric systems rated up to 1.5 MW to interconnect with the local utility grid and receive retail value for the electricity produced. The owners of Southern California Edison grid-connected solar electric systems may buy and sell electricity each month under the Time-of-Use program. Southern California Edison Time-of-Use program is designed to encourage customers to reduce electricity use by charging higher rates during peak hours.

For example, the Southern California Edison Time Of Use rate allows you to run your electric meter backwards during peak hours at a higher electrical rate per kWh when your wind turbine system would be generating its maximum amount of power and purchase electricity during the evenings at lower cost per kWh. This is a great advantage for wind turbine system owners. Southern California Edison would change your meter so that it can measure the amounts of electricity you use within different time periods each day of the week. With your new meter, you can check your usage during each of the Time-of-Use rate periods and monitor your electric usage patterns. This Time of Use billing method effectively improves the economics of your wind turbine electric system by a factor of 15% to 40% depending on your electrical usage.
